My Dream China
 
In September 1983 I was an employee with the Ministry of Machinery Industry of the P.R. China. The office is in the famous governmental district of the capital. Opposite us, about 200 m away, is the State Council(the State Department) where our chancellor works. Under this environment one has no other ambitions as to become one of the most important persons in the Council of State one day.

My work was not political however. It was much more a technical task. And as a young man I must study the technical things in the energy and power equipment manufacture industry (steam turbines, large boilers, and systems). And still administrative knowledge. I must also become acquainted with the structure of the Ministry, the industries and the general production situation.

I went further. I would like to know, which roles I and the Ministry should play in the industrialization of the Chinese power machine production industry. Does one really need me? E.G. the factories? And how are the management functions of the central government to be optimized?

For these purposes and others I have perused much over the histories of America and in particular Japan after the world war II. Although the Japanese government has played an important role in the industrialization of the country, and also contributed to the fast development of the economy, I was of the opinion that the American free market policy is more suitable for the human kind. That has perhaps something to do with my personality. Since my childhood I am very independent, and I believe, one can never decide to make decision for others, without at the same time the massive obligation. Only the factory managers know, how the plants are produced, only the people know, what they would like or not.

That leads to the essential philosophy of my world politics: one must have the whole liberty, in order to know, what he or she can do or shall not do. Provided that his, her or their behaviors do not damage the others. And the liberty for settlement, demonstration, speaking and publication must be ensured.

Based on this principle, ideal society should be organized in such a way that the interests of the citizens can be fulfilled, expressed someway or other. Different groups of the society must live together only under the same contracts (+ the regulations). The rights and the responsibilities are exactly described among all the interest groups - the President of the State, the chancellor, the Presidents of the parliaments, and all other parties of the country - in these contracts.

In order to eliminate political monopoly, it must be also determined that no political forces or groups may exceed certain power percent. Anyhow more than three equally strong political groups in China must exist. If one is too large, this must be divided.

The army shall be under the control of the parliament, not the Presidents or the chancellor or an interests group like a party or a single person.

Provinces are not controlled directly by the central government. They are governed like independent states, similar as German holy cities or American states. The President of the state will have much fewer powers. It is indirectly selected by the parliament. The chancellor will administer daily things of the country, responsible directly for the parliaments and indirectly for the people.

The delegates or congressman are not selected by regions. Network system is installed, where one can select the desired delegates of its favorites - the results must be indicated very fast. The system must be under monitoring of the neutral organizations.

In my dream China there is no absolute powers, no dictatorship, no monopoly, at either political or economic level. Everyone has only limited powers and suitable obligation. Everyone must be supervised by all others, incl. the media.

We can forecast in such a way that it is such a system, which regards the protection of the liberty and democracy of the Chinese people as its basic task in my dream China. This system is similar to that of the USA from many sides, however, with obvious differences like these:

1) the President will to have fewer powers, while provinces have more, because there are much more differences between regions in all fields such as cultures, languages, economics, landscape, climate than in the USA.

2) each high officers must sign contracts with parliaments, where his or her responsibility, power and punishment are to be detailed.

3) China should be a party-free country.

4) the government or better the authorities is only one member of the whole society. The whole government will to be administered like an enterprise. The officials will enjoy no priorities. They are like you and I. The government does just what requires between him or her and the parliament as written in the contracts. It does not have other rights except-contractually.
